The number of Muslim families shall be less than 100.
The Masjid must have a non-controversially selected/elected Masjid Committee.
The Masjid must have a separate bank account operated by the Masjid Committee.
Electricity meter must be in the name of Punjab Waqf Board, if it is property managed by the Waqf Board, and the committee must give an affidavit that it is willing to bear the electricity expenses and the Honorarium of Imam (if not on rolls of the Board) on its own.
The property, for which the Grant is sought, if not a notified waqf property, must be registered with the Punjab Waqf Board under section 36 of “The Waqf Act, 1995”.
Muslims in the area must be in low numbers and incapable of maintaining the Masjid on their own.
Masjid must not have an Imam posted and paid by the Board. Provided that this shall not be a bar for the Masjids where Board currently provides both Imam as well as monthly grant.

Amount of Monthly Assistance:
Rs 3000/- or Rs 5000/- per month as per assessment.
The Madrassa must not have been constructed on any encroached land.
The Madrassa must have a non-controversially selected/elected Committee.
The Madrassa must have a separate bank account operated by the Committee.
The Madrassa committee must give an affidavit of its willingness to teach formal education subjects in addition to the religious subjects.
Management must solemnly affirm that the funds raised are insufficient for smooth functioning of the Madrassa and Muslims in the area and other well wishers are incapable of making further contributions to maintain and run the Madrassa.

Amount of Monthly Assistance:
Rs 5000/- or Rs 7000/- or Rs 10000/- per month as per assessment.
There shall be actual need for construction of a new Masjid or expansion/repair of the existing Masjid either based on the space constraint or because of the distance of the population being served from the existing Masjid or other valid justifiable reason.
The number of households should be low or population should be incapable of generating funds sufficient to construct/repair Masjid on their own.
The cost of construction should be justifiable and size and space in new Masjid should be as per the requirements of the population.

Amount of Grant:
The amount of Grant to be sanctioned for construction of new Masjid shall vary depending on the number of Muslim families in the area, their economic status, total estimated cost, dimensions of proposed Masjid etc. However the amount of Grant to be sanctioned for a Masjid shall not exceed Rs 5 Lakh in ordinary Circumstances. Under special circumstances, to be recorded with reasons in the Board resolution, the amount of Grant may be increased up to a maximum of 10 Lakh. This limit shall not be applicable in case of Structures of Historical or Heritage significance.
